  15 Dogs Horribly Mutilated in Spain

  * 2001, Nov 3, Spain, Dog mutilations raise ugly spectre of
  possible Satanism; source: internet posting.

  What follows is an internet posting I downloaded, where it's
  written: "The animal protectors think that a satanic  ritual
  could  also be possible. It seems as if more than one person
  was involved."   But why assume satanists might be the cause
  of the strange and vicious mutliation of 15 dogs?  Well,  it
  will come as no surprise to those who've investigated satan-
  ic crimes that this is by no means an  unreasonable  working
  hypothesis to make, because it's known,  as in the Berkowitz
  case, that Satanic cults sacrifice dogs in thier rituals and
  the fact that a  group of people  seemed to  carry  off this
  crime is another clue.  In fact, Berkowitz,  the Son of Sam,
  who took the fall for his fellow cult members for a spree of
  Satanic murders in the 1970s in NY,  described in  detail to
  investigator Maury Terry how the cult members managed to get
  dogs from a kenal in NY (German Shepards, in that particular
  case), and how the dogs were then mutilated  and  sacrificed
  in Satanic rituals at Devil's Cave,  one of their ceremonial
  sites.

  The animal protectors  who  take  care  of  the  shelter  in
  Tarragona  have  made  a terible discovery when they came to
  the shelter on the morning of the 3rd of Novermber. 15  dogs
  have been brutally mutilated by some perverted people.

  The  insane killers must have entered the shelter well after
  midnight. They covered the dogs with a blanket and used saws
  to  cut  off  the  poor  animals'  front  legs!!! The police
  believe that a game of role could be  the  reason  for  this
  disgusting  and  sickening  action and are investigating the
  case. The animal protectors  think  that  a  satanic  ritual
  could  also be possible. It seems as if more than one person
  was                                                involved.

  to the politicians in Spain. We seem to  all  have  received
  the  same  wishy-washy  response  that  lacks  any  specific
  information. Below is a wonderfully  written  reply  to  Mr.
  Teofilo deLuis's response that we have been given permission
  to use. Please consider sending a response  indicating  that
  you  want  real  answers  and real action for the animals in
  Spain. Thank you!

  Comments from Pat Colitsas..... Below is a follow up  letter
  written  to  Mr.  de  Luis.  I  think it is so good everyone
  should have a chance to read it. It's time for us to respond
  to  the  "form"  e-mail  we all received. This man has to be
  overcome, because if he isn't, a new Penal Code is not going
  to  make  it.  He has to understand that we are not going to
  take a siesta on this, there isn't any time for rest.

  It is an insult to me especially to have him insinuate he is
  working  together with hunters to make things better for the
  hunting galgos. I have three galgos here in my home, one  of
  which is a survivor of an attempt to hang him in a well near
  Medina del Campo. If he expects it to give me any comfort to
  hear  the  hunters  are  in  on  any  of  this,  he is sadly
  mistaken.

  Either he is stonewalling, or he needs to be educated. Is it
  possible  that  he  is so far removed from animal welfare he
  really doesn't know what is going on?  If  so,  then  he  is
  negligent and of little use to his party, who is going to be
  severely criticized for not acting. Somehow we have to break
  through this glass wall they have built around themselves. I
  think a move against Spanish Tourism is in order. [see  this
  page]

  When  President  Aznar was in the United States we all got a
  chance  to  see  him.  I  am  not  impressed.  Reading   the
  transcript  of  his  live  appearance  on  Larry King's Show
  proves he is not even a statesman. I believe  we  can  shake
  him  up  on  this issue so that it will pursue him enough he
  puts it on his agenda to deal with. Otherwise, he  needs  to
  know there is a cost in tourism revenue.

  These  two  men  can't  even  come  up  with a rationale for
  continuing to support bull  fighting.  They  would  have  us
  believe  it  is  tourists  spending  so  much to attend bull
  fights, they can't tamper with animal protections  laws  for
  fear it will jeopardize that "sport". And, they say, it is a
  "jewel" among Spanish cultural treasures. Again, this cannot
  possibly  be  accurate.  In past times perhaps bull fighting
  was an important component of Spanish culture and tradition.
  Those  times  are  past.  Does  Spain  believe that she will
  forever be accepted into the global community dragging along
  this brutal and bloody sport?

  As for the galgos, the face of Spain for many of us who know
  of this evil,  are  the  many  gruesome  pictures  of  their
  bodies,  frozen  in  time in their death throes. It is those
  faces of torment that are stamped on our  images  of  Spain.
  The  physical  evidence  of  these crimes remain, unless and
  until someone comes  along  and  cuts  the  rope  and  their
  carcasses finally come back into contact with the ground.

  I  refuse  to believe that the Spanish people are content to
  have the world  so  outraged.  Animal  protection  in  Spain
  remains  in the Stone Age. Its leaders seem to feel there is
  no need to change because  they  have  not  been  challenged
  adequately.

  has  made global news; the kind of press that would make any
  caring, responsible  government  take  immediate  action  to
  rectify  the  situation.  Yet  you expect the whole world to
  accept that you have good intentions and that we should take
  it  in good faith that you and your government have policies
  that are compassionate towards animals of Spain.

  * * The situation to this very day  remains  the  same.  The
  persistent mistreatment of greyhounds at Barcelona tracks in
  addition  to   their   appalling   living   conditions   are
  reminisitent  of  the  SLAVE  TRADE,the  blatant torture and
  consequent painful deaths of the galgos  and  other  hunting
  dogs still continues today.

  *  * You profess that it is a pleasure to inform me that you
  have many projects to reach your targets,  yet  you  do  not
  mention  what  these  alleged  projects  and targets are? In
  regards to the suffering and  unmentionable  mutilations  of
  the  helpless dogs in Tarragona, Can you tell me if you have
  found the sick culprits? And if not what  actions  you  have
  taken to find these murderers? What will your PENAL CODE and
  LAWS of COMMUNIDADES AUTONOMOUS give  them  as  punishment?.
  Could  you  kindly give me an adequate detailed response, as
  you failed  to  mention  what  punishment  for  murders  and
  torture of animals in Spain are? Could it be perhaps because
  this alleged punishment  is  nearly  non-existant?  *  *  In
  regards  to  another  point that you made whereby you assume
  that everybody in Spain agrees with  you  that  the  Spanish
  laws on animal protection are adequate, I beg to differ, the
  demonstration at the sight of the  atrocities  at  Tarragona

  people amongst others  from  around  the  world  who  firmly
  protest at the injustice that is sadly evident in Spain. * *

  animals in Spain by implementing realistic  and  enforceable

  abuse....  * 27 November 2001 * Thank you very much for your
  letter about certain conducts with animals.

  I am happy to say that my Group in  Congress  and  me  as  a
  member  of  the  Chamber,  and the Goverment we support, are
  strongly engaged with policies aim to improve like condition
  of  our fauna and flora, and of course, of our dogs. We have
  been the most active Group in Congress with many initiatives
  in that sense.

  One   of   those   initiatives  pretended  to  increase  the
  sensibility of people with nature, flora and fauna.  Another
  one  was about our dogs breed. Today is a pleasure for me to
  inform you that with the support of our  Goverment  we  have
  many projects to reach these targets.

  In  relation with the news of the 3 of November I am glad to
  tell that they are not the common actitude of spanish people
  and  that  today  with  our  Penal  Code  and  Laws  of  our
  Comunidades  Autónomas  we  are  ready  to  prosecute  these
  behavings.

  I  am  sure that everybody who Knows our country, our people
  and our history will agree with my position.

  I will also like to tell you that  our  hunters  collaborate
  with  the objective mentioned above an they are helping very

  * Report on Demonstration held at Tarragona.... * * It  will
  mean a lot to all of those who sent their names to be listed
  on the Tarrragona Petition to know  that  our  Petition  has
  been  left  at  the site of the atrocity. The dogs that died
  there have been remembered and spoken  for.  While  everyone
  may  not  believe  it,  I  feel deeply that they know. It is
  demonstrations and continued pressure that will bring  about
  the  changes  so desperately needed in the Penal Code. Every
  little bit of effort we put forth is well  worth  it.  Don't
  ever  think your voiced and written concern is wasted, it is
  not. BTW, "Anna and her boyfriend" are the couple who agreed
  to  put  donated  coats  on  their 11 greyhounds who race at
  Meridiana. This  kind  of  contact  and  dialogue  has  been

  was a shame that it was so short; however, I'd say that many
  hundreds  of  people were there and some dogs at the shelter
  got adopted. It was sad to see  them  there,  although  I've
  seen worse places. I'd never seen so many people in a refuge
  and I think that this was the silver lining on the cloud.  *
  * * * I made two copies of the petition list you sent and in
  honour to you and those who signed it, placed it on the tree
  where  those  poor souls lost their lives. The other copy of
  the same  petition  list  will  go  to  the  government  via
  Fundacion  Altarriba. They have carried out a huge signature
  campaign and organized Sunday's demonstration. Their website

  *  * * We haven't had any response from the queen but that's
  no surprise really. We just have to persevere. I'll send you
  photos  of  the  demonstration  as  soon  as  the  camera is
  downloaded. A radio channel has emailed me for an interview,

  as we have been, I think the next step would be  to  welcome
  the  replacement  for  Felip  Puig (same email), the head of
  dept for natural envionment of the  Catalan  government,  to
  remind  him that his duties apart from rivers and litter are
  also animals and their welfare  and  include  perhaps  Felip
  Puig's  email  reply to help him refresh his memory and keep
  him on his toes.

  *  *  Anna  and her boyfriend came to the clinic on Saturday
  morning to pick up the coats  I'd  prepared  for  them  (the
  elderly  lady  who'se  also  a greyhound owner - rescued not
  racing - made us a couple recently) so I was  able  to  give
  them  some.  They were very grateful and brought along their
  own retired greyhound that  lives  with  them.  I  was  most
  surprised  to  hear Anna say that the three of them sleep in
  the same bed at night!! What would you  know,  that's  great
  news.  As  soon  as  I receive your coats Pat I will contact
  them again to give them to them.

  * * * They stayed for a good hour  and  asked  how  much  we
  charge  for  spaying.  I made it very clear to them that one
  thing was our non profit  SOS  Galgos  association  and  the
  other  the  clinic  since I want to make sure that they know
  that all we want is for the  racing  greyhounds  to  have  a
  better  standard  of  living,  nothing  else.  The boyfriend
  wanted to know how much it would cost  since  he  says  that
  greyhounds  are  not raced when on heat because they're more
  apt to getting hurt and  irritable  towards  others.  I  was
  surprised  to  hear of his concern, hence this is why Albert
  enquired with Suzanne to know whether greyhounds  are  still

  atrocities  with the present Penal Code are you referring to
  article 632? It only refers to cruelty to animals if  it  is
  performed  in  public  shows  without authorization. Does it
  mean that cruelty towards animals performed in privacy or in
  public shows is tolerated? WOULD THAT NOT MEAN THAT THE DOGS
  TORTURED AND KILLED IN TARRAGONA WOULD  NOT  BE  COVERED  BY
  ANYTHING. ?????????

  *  *  Finally you seem to be happy with the present laws for
  protection of animals. Is your intention not  to  develop  a
  Spanish  Law for Protection of Animals, which presently only
  exist in some  communities  and  many  have  not  even  been
  developed  and so cannot be enforced?. * * He writes further

  idea is a little too late. It is certainly necessary  and  a
  modification is not adequate. This issue requires a SEPARATE
  Penal Code to cover the animals in question.  Dogs  continue
  to   suffer  and  die  and  IMMEDIATE  ACTION  IS  REQUIRED.
  THOUSANDS OF DOGS ARE AT RISK. ARE THEY SUPPOSED  TO  SUFFER

  * Update......18 November 2001 * Things keep  moving.  Today
  El  Pais  newspaper  in its Catalan edition has shown a half
  page article talking about the necessity to change the Penal
  Code. After describing the horror in Tarragona, they say how
  many   organizations,   including   the   leading   American
  association   PETA   and  Bridgitte  Bardot  foundation  are
  supporting next  December  2nd  demonstration  in  front  of
  Tarragona  shelter.  Fundacion  Altarriba has organized this
  demonstration and has offered 100,000 ptas ($500) to whoever
  offers  information  to  capture  the  authors of the brutal
  acts. An anonimous Galician  citizen  has  offered  all  his
  savings  ($2,000)  to  add to the prize, and other donations
  have added it up to 1.5 million ptas ($8,000). *  *  At  the
  end  of the article they mention the information sent by the
  Veterinary Body (us) informing about the  42,000  signatures
  gathered  in  Holland  and  Germany  to protest about animal
  cruelty  in  Spain  and  especially  about  the  hanging  of
  greyhounds   at   the  end  of  the  hunting  season.  *  In
  yesterday's edition of El Pais newspaper (inside  pages  for
  all  Spain), there is information that the Popular Party has
  introduced a proposal at the Spanish Congress to reform  the
  Penal  Code,  although  they  have said that they don't like
  partial amendements of this Criminal  Code.  It  seems  that
  they  feel  the  pressure and undoubtely some change will be
  made. We only have to see how much water they  will  try  to
  put  into the wine to make it lighter. All the pressure will
  be needed to avoid that.

  * Comments from Anna &Albert (SOS Galgos) * * It is true and
  most newspaper and radios have sent out the news. It  was  a
  small  refuge in bad conditions near Tarragona, 100 km south
  of Barcelona, waiting for the town hall to provide a  better
  shelter.  There  was no vigilance at night and someone broke
  in and did these terrible acts. * * Local police, the  civil
  police (guardia civil) and the Spanish police department are
  investigating to look for those responsible. Again, even  if
  they  caught  them,  a fine would be the maximum penalty for
  it. Nobody can understand  how  this  happened:  role  play,
  satanic acts, criminals on drugs... * * Most are mixed-breed
  dogs: german sheperds, pekinees. No Greyhounds as far as  we
  know.  The  only  hopeful  thing  is  that even some Spanish
  newspapers are calling for the reform of the  Spanish  Penal

  the catalan government to create and enforce  better  animal
  welfare  laws  as  well as to work on finding the barbarians
  who committed these awful mutilations. Right now, Greyhounds
  and  Galgos  have  no protection under Spanish laws and this
  needs to be changed. * * Suzanne Stack, DVM adds:  I  posted
  my  "Letter to Spain" because there is at this time a window
  of opportunity to  change  the  animal  protection  laws  in
  Spain. Thursday (11/15), there will be a press conference in
  Barcelona with the media, politicians, SOS Galgos,  and  the

  political  party  Partido Popular (ruled by President Aznar)
  has today (11 November) said that a change in the Penal Code
  is absolutely out of the question. * * Teofilo de Luis is in
  charge of Animal Welfare at the Spanish leading  Party,  and
  said  that  there is no way to change the Spanish Penal Code
  as it would be like opening  the  melon  of  chaos  (due  to
  bullfighting  issues,  no  doubt).  Bullfighting is the main
  obstacle  to  Spain  having   animal   protection   laws   -
  bullfighting   is   their   national  sport,  heritage,  and
  tradition.

  years  now,  I  have  been following and contributing to the
  efforts of Spanish and European volunteers  to  improve  the
  lives  of  Spain's  imported  Irish  racing  greyhounds  and
  especially the native bred galgos. * * In America,  just  10
  years  ago, most greyhounds were destroyed once their racing
  careers ended. Public outcry and the hard work of  over  300
  adoption  groups  nationwide  has  reversed this. Today, the
  majority of the 25,000 racers  retired  yearly  are  adopted
  into  private  homes.  Greyhounds appear at sporting events,
  festivals, storefronts, and on television  to  promote  this
  most  gentle of dog breeds. Greyhound owners and tracks have
  come to realize  it's  in  their  best  public  interest  to
  support  these  efforts. * * We have come a long way and now
  turn to  the  galgos  of  Spain.  Greyhound  lovers  are  an
  extremely dedicated group of people who will not go away and
  will help in any way possible. At considerable  expense,  in
  the  past  year  I've collected and shipped over 1,000 kg of
  medicines and supplies donated by Americans who want to help
  the  galgos.  While  we each do what we can, we realize that
  the greater change needs to come  from  within  Spain.  *  *
  Galgos  and greyhounds need to be included in the Penal Code
  which protects "companion animals." Companion animals should
  have  sole  and separate laws from farm animals - they do in
  America. Dogs, are, after all, household pets. The  question
  of  bullfighting  should  not  stand  in  the  way  of  pets
  receiving legal protection - it  is  an  entirely  different
  matter.  *  *  As  it is, any hunter is free to hang, shoot,
  impale, or set fire to his galgo whenever it is no longer of
  use   to  him.  This  because  Spain  classifies  galgos  as
  "sporting animals" who have no  protection  under  the  laws
  that  cover  other  dogs. We will see what kind of teeth the
  animal welfare laws have  in  the  wake  of  the  disgusting
  mutilations  in  Tarragona  that  are making world news. * *
  Rescuers have been called  out  for  galgos  thrown  to  the
  bottom  of  wells and even tied to railroad tracks. This all
  seems fine with the hunters because they've  been  doing  it
  this way for generations - it is their "tradition." You must
  know  how  this  sickens  us  who  share  our   homes   with
  greyhounds. * * In America, our lawmakers are concerned with
  the link between animal abuse and women / child abuse.  Mass
  murderers   inevitably   start  out  torturing  and  killing
  animals. As a veterinarian, I am legally required to  report
  suspected  cases  of  animal  abuse  just  as physicians are
  required to report child abuse.  *  *  There  is  a  coming,
  growing,  worldwide  social demand for greyhound welfare. It
  is coming to Spain. American adoption groups from  New  York
  to  Texas  have  traveled  to  Spain to bring back nearly 50
  galgo  "ambassadogs"  to  call  public  attention   to   the
  hangings.  Is this really what Spain wants the world to know
  of a country so rich in culture and beauty?  *  *  Americans
  will  be  bringing  these concerns to the Spanish Parliament
  via email and letters. If the Spanish Penal Code  cannot  be
  changed  to  include  greyhounds  and galgos, then a new law
  solely for greyhounds and galgos should be made. Right  now,
  these  vulnerable  dogs  have no legal protection. That must
  change. Not only will the dogs benefit, but Spanish  society

  moment, a window of opportunity to really roll in  to  Spain

  morning  because  someone  I know told me this morning, that
  she's seen the news last  night  about  what  had  happened,
  following  by images of Greyhounds hanging, and news about a
  great lack of law enforcement and uselessness of  the  penal
  code.  *  * I am sure that all the hard work that Albert has
  done over the years to urge a  change  of  the  penal  code,
  nagging  the  authorites (and everyone in his power for that
  matter) has finally gotten through, through what happened in
  Tarragona last Friday. * * I was passed on to several people
  at the TV3 channel and eventually spoke to the right person.
  A  documentary  on  what  happened  in  Tarragona  is  being
  prepared and I went on extensively about the Greyhounds, and
  gave her our website address and phone nº. and put her on to
  Albert, because he and the journalist at the veterinary body
  are  today  sending out a press release to urge for a change
  in the law of the penal code, to reach out  to  the  public,
  get  out  to  the  street  and  collect  signatures and luck

  Servicio  de  Protección  de  la  Naturaleza  ha abierto una
  investigación  para  localizar  a  los  responsables  de  la
  mutilación  de  15  perros  de  la Protectora de Animales de
  Tarragona, que ayer aparecieron  con  las  patas  delanteras
  cortadas con una sierra mecánica. * Fuentes de la asociación
  han asegurado que los hechos sucedieron durante la madrugada
  de  ayer,  cerca  de las 3.00, cuando el autor o autores del

  los perros, les taparon con una manta y con una  sierra  les

  perros agonizantes no fueron hallados  hasta  la  mañana  de
